An employment pass holder who is paid from a foreign source is considered to be on local payroll if his or her sponsoring entity in Singapore is fully re-charged the salary amount, the Singapore Ministry of Manpower has clarified. Sponsoring employers in these circumstances can thus avoid having to guarantee the income tax obligations of affected employees.
